Imagine a world where life-saving medicines, vaccines, and diagnostics are out of reach for millions due to quality concerns. This is the stark reality in many low- and middle-income countries (LMICs), where manufacturers struggle to meet international quality standards. But here's where it gets controversial: is it a lack of resources, expertise, or something deeper that hinders their progress? The World Health Organization's (WHO) Local Production and Assistance (LPA) Unit believes it's a combination of factors, including a shortage of trained personnel, limited understanding of regulatory requirements, and the challenge of fostering a quality-centric culture within manufacturing facilities.
The LPA Unit, nestled within WHO's Innovation and Emerging Technologies Department, is on a mission to change this narrative. They support Member States, particularly LMICs, in bolstering sustainable local production and technology transfer. Their goal? To ensure timely, equitable access to essential medical products that are not just effective but also safe and of high quality. And this is the part most people miss: the LPA Unit takes a holistic, ecosystem-wide approach, conducting assessments, developing strategies, and providing comprehensive capacity building and technical assistance, including support for WHO Prequalification (PQ) and Emergency Use Listing (EUL).
To tackle the quality conundrum, the LPA Unit introduced the Week of Quality, a global training event complementing their annual Virtual cGMP Training Marathons. The inaugural Week of Quality in June 2023 focused on establishing quality specifications for vaccines, medicines, and in vitro diagnostics (IVDs) based on WHO and international guidelines. The second edition, held from April to June 2024, delved into regulatory compliance for these products, attracting over 1,700 vaccine and biopharmaceutical manufacturers and regulators, and more than 1,400 pharmaceutical industry professionals. Here’s the surprising twist: for the first time, over 1,000 IVD manufacturers and regulators participated, gaining insights into design principles, quality, and compliance for optimized IVD development.
The training materials, compiled as a questions-and-answers (Q&A) document, address queries raised during the event. These answers, prepared and peer-reviewed by industry veterans, regulatory authority experts, and other specialists, serve as a continuous learning resource.
